Council makes changes to organisational structure

Whitsunday Regional Council is making changes to its organisational structure to better align with the delivery of services to the community and the operation of council’s business activities.

Council’s Chief Executive Officer, Warren Bunker, said the changes will see a separation between the operational arm and the strategic focus of council to strengthen the delivery of services and future planning.

“The new structure is designed to allow each Directorate to streamline their focus, making it easier to provide effective and efficient services as well as having dedicated resources for longer term strategic projects that will provide for our communities into the future,” Mr Bunker said.

Changes will see all of Council’s business functions including Whitsunday Coast Airport, Shute Harbour Marine Terminal and Foxdale Quarry brought under one work unit titled Commercial Businesses. Included in this new unit will be the region’s smaller airports and aerodromes, holiday parks and the economic development function.

A new Capital Program and Network Planning unit will deliver Council’s capital works program, major projects, masterplans and network planning and will sit under the Office of the Mayor & CEO.

The Infrastructure Services Directorate will continue to deliver the operations of parks and gardens, stormwater drainage, transport (roads), waste services and water services.

Mr Bunker said while there will be two Directors to head the newly created business units, they remain within the approved staff budget adopted on 30 June 2023 at Council's Special Budget Meeting.

Other changes include a change of name for the Development Services Directorate to Regional Strategy and Planning, the Community Services Directorate to Community Services and Facilitation and the Manager of Human Resources will become the Manager of People and Culture. These changes reflect the wider functional areas.

The changes were adopted at the Ordinary Council Meeting on 9th August and will take effect over the coming months.
