Community Plan 

Whitsunday Regional Council used the development of the Community Plan as a unique opportunity to ascertain the viewpoints of all residents in the Whitsundays and to help direct those communities towards their longer term vision and their future.

Corporate Plan

Our Corporate Plan 2021-2026 is the primary strategic document that all other strategies, actions and decisions of Council refer to and defines the overall strategic direction and standard for the entire organisation.

The Plan sets Council's vision for the next 5-year period and outlines the areas of focus, priorities and specific initiatives Council has committed to implementing and advocating as we work to harness new opportunities for the Whitsunday Region.

Our Mission

Is to provide engaged, accountable, proactive and unified leadership that is focused on delivering sustainable outcomes.

Operational Plan

The Operational Plan outlines the specific actions the organisation will undertake in the 2023/24 year towards implementing the strategies included in Council’s Corporate Plan.

This Plan defines the priority actions for the financial year, consistent with the funding allocated in the budget. It doesn’t list every initiative of Council, however, it clearly articulates how Council will progress the vision and goals outlined in the Corporate Plan through the next financial year as well as the robust governance framework we have in place to manage risk.

The Operational Plan for a local government must also include an annual performance plan for each commercial business unit of the local government.

Annual Reports

In accordance with legislation, we are required to prepare and adopt an annual report which provides a comprehensive report on our activities and financial performance for the financial year.

Previous Annual Reports have been archived and are available to the public on request.

Asset Management Strategy and Plans

Asset Management ensures we look after our assets in the most cost-effective way possible, for current residents and future generations, at service levels understood and agreed to by the community.

We've developed an Asset Management Strategy that provides guiding principles, direction, set objectives and strategy measures. Asset Management Plans (AMP) are also a core component of our asset management framework. 

Regional Master Plans

Masterplans are aspirational plans that aim to provide a long-term vision for each Township, created in collaboration with the community, to guide the direction of Council in applying for State or Federal Government grants for major projects. 

Regional Economic Development Strategy

Based on the identified strengths and growth opportunities, the clear goal of the 2022-2025 Strategy is to deliver more investment and more jobs, as the pathway to securing the economic and environmental sustainability of the Whitsunday region.

Whitsunday Local Housing Action Plan

Council had adopted a Local Housing Action Plan (LHAP), in partnership with the Queensland Government and Local Government Association of Queensland.

The LHAP aims to develop agreed priority actions to respond to local housing needs, establish strong foundations for longer-term housing responses, and boost collaboration between levels of government, housing providers, and social services.

The LHAP identifies key priorities and actions to address the region's housing needs, which hinges on strong partnerships between all levels of government, as well as private and not-for-profit organisations.

Some of the actions to be addressed in the Plan include the review the Planning Scheme to identify options to expand development and explore opportunities to extend critical infrastructure networks in the growth areas of the region. It also defines opportunities to advocate state and federal agencies for more funding for social and affordable housing in the region and to explore housing needs and consider new housing stock for workforce accommodation.

The LHAP is delivered as part of the Queensland Housing Strategy 2017-2027 which sets out a clear vision for the state's housing system.

Whitsunday Coast Airport Master Plan

The Whitsunday Coast Airport Master Plan 2024 was adopted on 25 September 2024 and was developed to support and guide the development and expansion of Whitsunday Coast Airport following the significant growth in passenger numbers and aircraft traffic. This document will inform how to develop the airport across a number of stages, allowing continued economic benefit across the whole Whitsunday Region.
